In the appeal to LTFRB, Uber said it had the right to due process and wanted a stay of implementation of the suspension.

"We will now review whether or not to renew (Uber's) accreditation just like any TNC, we will (look at its) performance", Lizada said.

Uber has offered to pay a fine rather than be suspended.

"If there's been a misunderstanding in the past, that's on us and I apologise for that misunderstanding". It added there was no proof it violated the LTFRB's order stopping the activation of new drivers.

The suspension had led to a surge in demand for rival Grab, which issued a statement on Tuesday calling it a "unique situation" and asking users to "bear with us". Anything you need from us, we're gonna do it.

"Over the course of this morning, tens of thousands of riders were left stranded, causing needless inconvenience, while drivers were unable to access the earning opportunities they rely on", Uber said.

"Stopping (Uber's) operation penalizes the commuting public and the drivers", Aquino told CNN Philippines' News Night.
